No. BrowserFiles reads and splits the PDF inside your browser. File bytes are not sent to a BrowserFiles server.
Extract makes one new PDF from the pages you select. Split makes several PDFs: one per page, one for every N pages, or one for each range you type, such as 1-3; 4-6; 9.
Click pages in the grid, Shift+click to add a run of pages, type ranges such as 2-5, 9, or use All, None, Odd, Even and Invert. With a keyboard, arrow keys move between pages, Space selects and Shift+arrow keys extend the selection.

Yes. Rotate a page with its rotate button or the R key, or rotate every selected page at once. The rotation applies in every file that includes the page.
Password-protected, fillable and digitally signed PDFs are refused, because a split cannot keep their protection, fields or signatures working. Damaged or empty files are refused too, each with a named reason.
Yes, after this page and its PDF tools have been cached on a first visit. The page shows Offline ready only once that setup completes.
