Useful file tools, with a clear data boundary.

Start with the receiving form's file type and size limit. For an existing scanned PDF, compress the PDF and check that small print remains readable. For separate photos of paper, combine the images into one PDF first.

Compression rebuilds pages as images: text stops being selectable, and links and bookmarks are not kept. A PDF exported from a text document may get larger. Keep the original, and use its source app's export settings if you need searchable text. A smaller file does not guarantee an upload will be accepted.
